CIO Insight: Governance, Billing Considerations Arise With the Always-On Microsoft Scout

Welcome to this Cloud Wars Agent and Copilot Minute. In these discussions, I’ll be analyzing opportunities, impact, and outcomes possible with AI; today’s focus is the impact — as well as enterprise implications and costs — of ‘autopilots’ and Microsoft Scout.

Highlights

00:30 — AI tools are evolving from those that require user prompts to those that operate autonomously in the background. Microsoft Scout, an autopilot that stays active in the background and takes action independently, is built on the Open Claw framework and operates across various platforms, including files, shells, browsers, and Microsoft 365 data. The autopilot feature allows Scout to spin up sub-agents to work in parallel, enhancing its efficiency and capabilities.

02:48 — Organizations must consider what an always-on agent can touch, act on, and bring to users’ attention.The cost implications of always-on agents are significant, as they consume resources continuously, leading to usage-based billing. As of June 1, GitHub Copilot switched to usage-based billing, with a pool of credits that gets metered by tokens.

04:08 — Scout is currently in Frontier preview and requires specific enrollment, policies, and licenses to use. Microsoft is heading from a user-operated tool to an autonomous agent. Organizations should start by identifying specific tasks they would want an agent to proactively notice and manage, balancing governance and cost considerations. The always-on era of AI is about reducing the need for users to ask questions, as autonomous agents can proactively provide answers and insights.
